China-Singapore End-to-End Digital Trade Pilot Successfully Implements eNCD Using AEOTradeChain and TradeTrust

On August 2026, under the guidance of the Chongqing Municipal Commission of Commerce, the first transaction under the China (Chongqing)-Singapore End-to-End Digital Cross-Border Trade Pilot, involving the export of mushroom sauce by the supplier, Chongqing Tinglai Green Food Development Co., Ltd., to the buyer, LE BUTLER (SG) PTE. LTD. in Singapore, completed the live digital validation of the entire domestic export process. Built on the AEOTradeChain and TradeTrust’s digital trade standards jointly developed by China and Singapore, the transaction marked the first practical application of an electronic Negotiable Cargo Document (eNCD) in a live China-Singapore cross-border trade transaction.

The eNCD issued on the jointly-developed AEOTradeChain platform (integrated with TradeTrust) presents the title to the goods in digital form and supports issuance, transfer, verification, and surrender of the document. Compared with paper documents, which are vulnerable to loss and tampering and require time-consuming international courier delivery, the transaction adopted distributed evidence-recording and cross-platform mutual-verification mechanisms. These mechanisms enabled the exporter, importer and logistics carrier to verify the authenticity of the document and the ownership of the goods across different systems. This helped to achieve standards-based interoperability and verification across institutions and borders, and significantly reduce the time and error-related costs associated with document processing. The findings showed that the efficiency of trade document circulation for the transaction increased by 85.83%, while the document error rate per shipment decreased by approximately 75%.

Various stakeholders took part in the pilot, including the supplier, Chongqing Tinglai Green Food Development Co., Ltd.; the buyer, LE BUTLER (SG) PTE. LTD.; and the freight forwarder, CHONGQING MINSHENG COMPREHENSIVE LOGISTICS CO., LTD.; and other parties. The transaction covered 12 categories of business processes, including contracts and orders, production, quality inspection, inspection and customs declaration, international logistics, overseas customs clearance, settlement and archiving. All processed data for the same transaction was connected end-to-end on a trusted trade collaboration network with distributed connectivity, making it traceable and verifiable.

As the first live business transaction conducted under the digital trade standards jointly developed by China and Singapore, the transaction verified the feasibility of electronic transferable documents in a real-world cross-border trade scenario and provided a replicable application model for future China-Singapore cooperation in trade digitalisation.
